Actually it is not legal to get outside of the navigable channel. Land ownership does not change any time a river goes up or down. I can guarantee you the wardens here will write a trespassing ticket if you leave the channel of Black River or White River to hunt a flooded field, at least if the landowner complains and sometimes even if they don't.
