It depends. If it is a light rain or we don't get much I will fish in the rain or the next day. If we get a wash-out, I will watch the water levels to ensure it isn't too high so I can guess if the current is reasonable. With today's forecast of 2-3 inches, it will probably be two to three days. The other thing to watch on wash-outs is the debris in the river and creeks increases dramatically. I have seen trees/logs floating down the river.
I also find the TVA lake information site handy. TVA also has an app I downloaded for my phone. The National Weather Service provides a useful website that provides river gauge information...I usually use the Whitesburg gauge:
