Ive found that a 1/32 oz jig with a bobby garland or similar body on 4lb test will sink at an average rate of 1ft per second. if the wind or current are heavy, I switch to a 1/16th. I think the slower the speed , the better even in warm water. a lighter jig will sink slower than a heavier one though its good to be prepared to change weights and colors and profiles to match the bite.
