    teberd got banned because he was already a banned member. It's against the rules to sign up again using a second account. Once you're banned, you're not allowed back on using a different name. If we let that happen, everyone would not care at all about geting banned. They'd know they could just sign up again. The rules would mean nothing. I'm just clarifying. I wasn't sure who all you were talking about at first.
