If the population is doing good a 9" fish would grow at least an inch in the summer. Likely more. Did you catch any of the Blacknose? If so what size did they run?
I’m not sure on the black nose. I agree on the 9 inch to 10 inch theory, but I’m not and haven’t seen it for about 4 years now. I’ll be the first to tell you I’m not the best crappie fisherman in the world but I just haven’t been able to catch a mess of decent fish there in quite some time.

Yep, rarely will the lakes balance back.
Many lakes in Illinois have the above issue due to the regulation below, for that particular lake.
Think about the sizes taken by an angler for a days limit.
Maximize the 9-10" fish for the 5unders and keep everything over 10" for the 10 overs.
Not much left over 9"

Think this is the current Kinkaid reg.
Daily Creel Limit: You can keep a total of 15 crappie per day.
Size Limit: Only 10 of those 15 crappie can be longer than 10 inches.
Site Regulation: There is no longer a minimum size limit on crappie at Kinkaid.
Finshed Regulation: White, black, hybrid crappie: there is no longer a minimum size limit on crappie at Kinkaid.
To get it to balance back probably need to have an unlimited creel limit on crappie under 9" or 10" but can only keep 15 over 10". Not many people are keen on cleaning crappie under 9" myself included.
I know of two boats that went yesterday, just a handful of keepers between the two. Quite a few small fish also.
