I would think if they were going to, they'd have already done so. And it's not just in Winter that it's a hassle to use the concrete pier for getting in/out of your boat, being that it can be a 2ft or more drop to negotiate getting in or getting out of the boat .... especially for us "older" ones.
A floating walkway would be a nice addition, but would also require someone to be there to adjust it during water level changes. I'm not sure if the COE/Marina partnership would go that far.

solved the concrete courtesy dock issue at that ramp and it is very nice. There isn’t enough clearance to put a floating dock in the same place at Holmes Bend with the main dock in its current configuration. The CoE could build one out on the beach side of the ramp but we’d have a big problem with swimmers around the boat dock in that spot.
