any fish in distress is done for and or any fish that lays still for long .
they also eat baby ducks like crazy in the spring .
you could ketch it on a heavy line with a big strong hook and relocate it ....
of course you would not want to advertise said happening if they are protected in your state ....
only handle it by the tail , that neck is VERY long and they strike WAY fast
