    The UV is mixed into the seal coat. I’m assuming that this is vinyl.

    I use UV Blast powder paint in all my powder paint colors, even black when painting jigs. Every color is brighter and makes a big difference since I believe they can see it better. My favorite Pro Tec color that I use the most is UV Blast. Bet I've used 6-8 jars of the stuff over the years.
