The boxes are waterproof until we start cutting holes in them. I’m a semi-retired electrician and I’ve seen problems like this for years. I worked on the Alabama Gulf Coast for years were I was dealing with salt moisture as well as rain water. When possible I used the water tight fitting where I had to cut into the boxes, but that wasn’t always possible. The 100% silicone was the go to then. Stainless nuts and bolts come in different grades also the lower grades have some carbon steel in them. That is where the rust comes from. A lot of the big box stores don’t carry the high grade stainless due to the cost of it.
