I've done it at C-land before ... just used a 12v headlight in styrofoam in the water & 12v white lights in my "blacklights" to illuminate the rods/floats. Caught a few, too.
I've not fished Cedar at night with lights and I probably never will after the last time I was there at night. I was testing out my Livescope and could barely see the Garmin screen for all the "bugs" attracted to it. The closer I got to any stand of trees or the bank, the worse they got. And the sad thing about it was ... I scoped 7 or more stands of trees in the dam ramp area, and there wasn't a single fish on any of them.After that fiasco I've all but given up on fishing Cedar Creek.

I'm not sure the introduction of stocker Rainbow Trout would have made any difference, but the "trophy fish" aspect of the original intent sure hit a wall once those unwanted species got a foothold.
