I did not tackle the Tire today - The Actuator was pulled from the trim unit... The Screw inside the shaft was jammed ,,, It took a hammer tapping on the pin to break it loose. I checked its operation before I reinstalled the Actuator. When it still would not come down ---Finally I found out why --- the motor has a lock that holds the motor in the down position ,, bad news hitting a submerged object .. I had the lock off where the motor would kick up... The lock Mechanism had dropped down locking the motor in the up Position.. I had to lift the motor and push the lock bar back up to lower the motor.. it went rite back where it was supposed to go ... The Power tilt now works correctly

This sounds a lot like that 90's movie Pure Luck. Hope it turns around quick, a man won't live long like this...
