Not real sure but I do know Saturday during the C.C MS FJ Tourney at Lake Washington the peak time was spot on, 11am to 2pm were peak and that is when we caught 90% of our fish.

I'm always glad to see full moon coming in February, mar, apr. Don't know why but I always go early and almost always get a limit early during the four days around full moon.
Summary:
Full Moon – Best to fish the evenings/nights or the next evening during this phase. They've been feeding all night.
New Moon – Best to fish at first light. Fish can now see the bait after being blind all night.
* Full Moon: This is where it is best to fish at night, due to the fish can see good just like you don’t really need a flash light because it’s lit up for us humans. Stained water you typically want to fish 5-10ft. The fish can see the bait and will move up to feed. Crappie are sight feeders. Clear water you typically want to fish as deep as 15-20ft. 3 days before and 3 days after the Full Moon phase, you want to focus on evening/night fishing. If you fish the next morning of a Full Moon you may not be as successful, due to they have been feeding all night. They are now full.
* New Moon: This is where it is best to fish first light, due to the fish have been swimming around blind all night because the New Moon phase causes it to be pitch black in the water for the fish. This is where your scents come into play, live minnows giving off vibrations, a light hanging off the side of the boat. 3 days before and 3 days after the New Moon phase, focus on the morning bite!
* Other Moon phases: I wouldn’t be too concerned. The fish will either be scattered looking for fish to eat, or stacked up full. You might get one here and there every now and then.

For me I pay no attention to moon phases and tidal times. If I have the time and wanna go fishing I'm going reguardless. Don't want to start the day with negative thoughts because some chart told me it's gonna be no Bueno today. When it comes to fish and wildlife I think weather trumps all, I've caught fish on good moon days and bad moon days reguardless I feel they are biting somewhere on the lake everyday it's my job to find where.
Seems everyone these days are selling dreams, I'm just to cheap to buy one!
Weather is all I concern myself with. Wind more than any other factor. That said I always look at my fishing adviser app on my phone because just as well start somewhere. As soon as the app seems to be useless I move on to my next guess at where the fish will be feeding. I go fishing when it suits me and if the fish are not biting well I still have a good time. Being retired means you can pick the nicer weather days or as I often do the days the wind is blowing baitfish to the shore.
I've noticed that when I have a line in the water I have better success than when i am home on my computer.
But will say I was on my home lake this year and the Guru's who always catch fish were not doing anything in morning and miday when they usually tear them up. I had just gotten there from driving from STL and was out on a dock didn't do much for couple hours then hour or so before dark the bite turned on bigtime. looked up while later and there was full moon rising. did same thing next day. so there is that. was in march i believe.
We should make a compilation on this topic as a collaborative effort.
