Watching oneill outside today on the web, he said that crappie do not all spawn at the same time.
makes me wonder if the same fish can spawn more than one time a year?

O'neill's statement is in reference to the fact that female Crappie don't drop all their eggs in one males nest, nor do they all come into the shallows at the same time. That wasn't meant to infer that they are like Sunfish & spawn multiple times during the year.
But, that being said, there have been a few recorded instances where Crappie did seem to have spawned a second time, in the Fall, due to the size of the fry caught in biologist's traps. That appears to be rare & random in its occurrence, though. Many people are fooled into thinking that "their" lakes fish are "spawning" in the Fall, simply because the fish are shallower than during the Summer and have egg sacs developing. But, that's normal ... as they tend to follow the baitfish back into the creeks/bays, and egg growth takes several months to develop (& starts in the Summer months, slows during the Winter months, then accelerates during the warming water months of Spring).
