Unfortunately, that's not the device that the KDFWR uses. They use a Golden Rule measuring device (or so I'm told).
The only problem I see with this device is that it's starting measurement is 10" ... and there's many lakes where the length limit on Crappie is 9" (like Taylorsville & Green River Lake)
I have both devices in my boat, but I've measured and marked the Golden Rule to the 9" length (actually more like 9.25" on the leading edge of the black Magic Marker stripe) ... and questionable fish, measured by my Golden Rule, have to be over the far edge of that Magic Marker stripe or they go back. In essence, they're gonna measure nearer to 9.5", than the 9" size limit dictates, so that they "can" shrink a little when in livewell or on ice ... and still be legal if/when checked.
But, to your point about the bumper sticker ... if a Crappie don't fit into one of those EZ Checker measuring devices, the "fish & wildlife guys" wouldn't even consider measuring it (but, if they were Crappie anglers, themselves, they might pump you for information about where & how you caught it)![]()
