For me it depends on the size of the hook, not the weight of the head. A 1/16 oz jig on a #2 hook will be longer than a 16th oz jig on a #4 hook. A 16th and a 32nd head on a # 4 hook will be the same length.

Same here, hooks length is important! I wouldn't get hung up in the length of your jigs though, just tie them like you want them. I tie mine a little longer than many do, but that is how I like them and they work for me and a lot of other guys. I am sure some of mine vary 1/4" at least! I do not measure where I am cutting the feathers.

Skip said it right. And there will be days when a tiny jig works and days where a larger jig profile is better. Make em all and fish them all.

I tie based of hook too, just have never found any use in small overall length jigs. If'n there small jigs I may catch more fish, more goggle eyes/bream/10"sacs.
I'm not a big fan of a whole lot of material beyond the hook point either. Big mouths have a better hook up ratio with more metal in em, to me anyways.

This. And I measure tail materials against the hook to keep them consistent.
