I uncovered mine several years back and found a mama cat and a litter of kittens. I was not a happy camper, but a soft hearted neighbor took them all.

You are gonna have to make it unpleasant for him to encourage him to stay away..run an ext cord out to boat and put a motion activated spot light under the boat cover...better yet get one of those two bulb motion activated security lights remove one bulb and screw in a receptacle adapterplug a radio into the adapter.. if he does get under the cover the bright light and noise should stop him from wanting in there...
Also if he has sprayed in there put a couple bowls of ammonia in boat, you be surprised how well that removes the smell.

I don't have an answer for this, mine doesn't sit in one spot long enough for animals to move in....
