Making a scent to go on baits. Anise smells like licorice. He is going to use mineral oil as the base. I used to get medical grade glycerin from drug store and mix anise oil with it to use on my bass baits. Later when garlic scent became all the rage I mixed garlic powder with the glycerin. It seems to help. Think it causes them to hold onto a bait just a little longer. I used it as a cover sent because I'm a smoker and figured that would get on baits as I handled them and that would cover up that scent. The prevailing consensis from biologist is that salt in lures tells fish they have blood in their mouth from the bait and they hold on longer.
