Dwayne you need an Ultrajack. They are made in Lake Charles. I have a friend that has one on his boat and it will go anywhere.

They allow you to fish, most times for a fee, but control the size motor or type of boat you can use. On public waters you're good to use what you want. There might be some public waters that are controlled too.

Sorry Pastor, missed this post before but what pawpaw said is exactly right. The marsh I fish most often is privately owned and we buy a permit to be able to fish it a few months out of the year.
