If your talking about buying jig heads then baking here are 2 scenarios. If they are painted with vinyl paint I might take a couple and put them in the oven at 150 for about 20 minutes and see if the vinyl will take the heat. I paint eyes with model paint and bake them and it seems to harden the paint more so than just letting it dry. Second scenario is you buy powder painted jig heads, I have found that most powder painted commercial heads are not backed. If that is the case, clean any paint out of the eye then bake at 350 for 30 min. That will harden the paint and rarely will it chip or flake off. Hope this helps you.
