There is a gas station in guntersville I buy 100% gas for my small motors. Definitely the way to go if possible.

Reading your post, I think the issue is fuel related since it comes and goes and a good carb cleaning I would hope would fix it up...but if you have on of these old motors the below link is a good read with lots of information. There is very little difference between the 18hp and 3hp as far as tune up process.

If you are anywhere near Decatur Al. There is a guy named David Watson 256-751-0493 he worked on my 1964 Johnson 20HP. He is very knowledgeable and the price was fair and honest.

You can't beat David Watson. I haven't seen him in several years but OMC 40hp or less there is no better way to go. He may have started working on other makes by now but way back it was only OMC.
your problem is likely a sticking float in the carb. Just remove the bowl from the carb and clean the pin that the float rides on and use non ethanol gas with stabil in it. The stabil will keep the fuel from separating into its various chemicals components and gumming up the moving parts of the fuel system.
