    Here's a link talking about it, also says you can get a decal each year and you don't have to hang the thing on your mirror.

    You can just lay the pass face up on your dash where it can be seen thru the windshield too.

    If I read it correctly, that decal is only for open top vehicles. i.e. jeeps, motorcycles and prolly convertibles with the top down.
