I bought some soft plastic crappie bodies that have bent tails and don't fish very well, they want to spiral in the water.
I bought some 100% Anise Oil to add to them so they could slide around in the plastic package and return to their original shape.
Should I dilute it with some other kind of oil like olive oil or just add a couple of drops full strength?

Only time I've ever tried that it just coated them and gave them the smell. I'd get some worm oil and add a little of the anise oil - a little of the real anise oil goes a LONG WAY!!!

You could try putting in boiling water for a 30 second and then lay on cookie pan. I would bring water to a boil then turn off and drop then in. There melting temperature is higher than boiling water. Might work for you. You can take the cookie sheet in the refrigerator right after to cool them quick too.
The boiling water is your best bet.
On the anise ....get a small bottle of worm oil and add a couple drops of your anise to an ounce of the oil. As mentioned, anise in its pure state is a super potent oil. When adding the worm oil to plastics you only need about three or four drops to smell things up.

I use medical grade Glycerin from the drug store. Put in a couple of drops of anise in about 2 oz of Glycerin. Worm oil for the rest of your life.
