Sounds like he's talking about the motor that turns the trolling motor. It is loud if you have never used one. If that's what you are talking about it's never spooked fish for me.

I watched the video the other day....Was out in the shop today foolin around and decided to try it, My TM has a shutter when turned to the right, now I won't know if that has been fixed until I go fishing again, but there is a noticable difference in the speed when adjusting the housing.... It kind of sounds like you relieve it from being in a bind.
If you slowly rotate it back and fourth it's fairly obvious where the sweet spot is.....
