When you are running as slow as you can, sometimes it helps to just let off and let it drift for a few then bump it again. Then if nothing happens give it a try at a little higher speed. I usually try to stay between .2 and .4 which will lay a 1/2 oz back about 10 degrees but if they won't hit it I'll try the stop start if I feel fish are there. Then if it does not work I will kick it up to about .7 which will lay your line back at about 20 degrees or so. Always be willing to try something a little different.
