I completely agree. If he had Dementia, he would not have been that organized and would have most likely forgot what he was doing long before he ever caught that many fish.

I think the DNR should do away with the 2 day creel limit allowed in posetion. You see alot of people use it to break the law for a single days catch. This guy will say that was 2 days catch and will probably get out free and clear unless they can prove otherwise.
