The fact that wind chopped water refracts & reflects light, keeping the light from penetrating as deep into the water column ... means a breezy day is similar to an overcast day, as far as the amount of light that penetrates & to what depth it can penetrate. That gives the fish a sense of security & camouflage in the shallower depths.
