I have been catching them in 18-20 f.o.w. 12' rods with shiners, right off the bottom, drifting between the launch and dam.

I would try the area by the dam. I motored around until I seen them on the depth finder threw the marker buoy out on them and hovered within a 75 foot radius. Most of the time they will be in the creek channel... But yesterday they moved out of the creek where I was fishing
