Using the length of the knife I can come up with a scale for the picture and then measure the fish. Since it is slightly oblique and I forget how to do oblique rectification the measurement is approximate but close.

well the picture of the only proof I really have. wish I would have known I would have measured and weighed it
You can still get a length citation. Print out the online form from DGIF and have one of your friends be your witness. No doubt that fish was way over 13".

If that fish was 16" and it wasn't a white bass, that was quite a catch! There are only one or two WP citations a year for 16" and larger fish.
