There used to be a ramp off of Kirk Rd. As soon as you turn off Everets Rd. on to Kirk Rd. take a left and there was a ramp to go under the bridge into Western Branch. Don't know if it's still there, but you might be able to get a kayak in there.

I’d like to kayak fish Western Branch but have never been. Is there any other way to access the mid and upper stretches besides the main boat ramp?

They closed the ramp because you half to by a permit to fish Western branch and they sell them at the other ramp. It's a good lake and there are some big fish back near the other ramp . Bass , stripers,blue gills. They will write you a ticket if you don't have a permit on you ...

If you are referring to Western Branch reservoir in Suffolk, they do not sell permits at the ramp. There was a ramp at the north end of Western Branch but they closed it when the redid the Burnt Mills spillway years ago. Not sure if there is anywhere to park along the road there. You can use google earth to have a look.
I get my permit at Oceans East Bait and Tackle on Northampton Blvd in Virginia Beach.
