The DGIF page for Cohoon says:
Applications for annual permits can be obtained at the following places: 1) Cohoon-Meade Fishing Station; 2) Dashiell's Half-Round Showroom on Holland Road in Suffolk, and 3) Portsmouth Utilities Department on Crawford Street, PortGas motors (up to 9.9 horsepower) are allowed.

Mr Culpepper Or Mr Swain will get you took care of.... Im only buying the Norfolk Permit again...The bait shop gets to keep the $5 daily but has to hand over the annual permit money to ports. also I think they are done april to april. unlike the norfolk permits...

Ive tryed to get it in the past at Dashells and couldnt..only norfolk permits, but hey worth a call... Might have em now.

. If you got one now, you would have to get a new one by Apr 15 (I think that is the date). Plus, I do not think they are prorated: so it probably would be $40 now and $40 on Apr 15.

Dashiells aint got it. The ONLY thing I get from them is the Norfolk permit. It is cheaper for the annual permit if you fish there alot. I only go about 5-8 times per year. I'd rather the tackle shop keep the $ than the city.

On another note, I DID hear the motor guy in the back of Dashiells has moved to Driver. I'll check when I pick the girls up from school.

Norfolk lake permits are only $10 if you are 62 or older.

Years ago when I looked into getting a Portsmouth sticker it was only good for you in your boat, a second person would cost extra. Not sure if it's still that way now, this was some time ago.
