Attaching pictures???? Question

If I try to respond to a post and insert a picture it doesn't upload.
If I start a new thread there is a "paper clip attachment" icon that shows up, I can attach a picture this way and the picture comes up.

This paper clip does not show up unless I start a NEW thread.
