Default Using Dog Food in Burlap Sack to attract Crappie

Does anyone know if sinking a bag of dog food off a dock is legal in Tennessee? Im wanting to do some night fishing under some lights on a dock and was wondering if hanging a sack of dog food off the dock is legal on the cumberland river? any info would be appreciated! thanks

Don't know if it attracts crappie or not but I did call the twra about chumming and area with corn for carp and catfish and they said there was no problem with it. Call the twra office in Nashville. They seem very friendly.
