Some good suggestions for sure. Looking at the pic from Derek, why could you not just remove existing screws from mounting plate, rotate plate 1/4 turn, and replace screws?

Good point Tim. That would give you fresh wood for screwing into and if you've got it mounted in the carpet you prolly wouldn't hardly notice the old holes.

Butch drill the screw holes out for the size you want a bolt and nut. Glue a piece of wire to the washer (fender size ) and also to the nut. Fish wire up thru 3/4 hole for both. Stick plate back and put marine Tex on bottom to floor. Stick threaded screw in hole and use wire to place washer and nut on screw and tighten. Put marine Tex on other screw and retightened. If you can't figure this out call me.

Isolator bolts like get used for mounting trolling motors with no access below decks may work for you. Kind of like rubber lag bolts.
I have bookmarked this link. Those are slick and should work for Butch's situation. I have tried the rubber isolated bolts they sell for mounting trolling motors to deck and I had problems with them coming loose. These things you could put a drop of loktite on the bolt and be good to go
