As others have stated earlier in the thread. A full moon is the top most peak of the phase with 3 days on either side of the full moon as being progressively "better" fishing waxing and progressively "worse" fishing waning relatively speaking.
This is where I get a little fuzzy:
Now I believe also that the new moon can be considered a secondary peak. Not nearly as strong of a lunar influence as a full moon but a peak none the less. And the 3 days post and prior to the new moon will be less influential as their full moon counterparts.
Then again I could just be full of it?:D
