Looks like balls of shad to me with a few crappie stacked above them.

yep looked like several bait balls and predators around them. so the bottom ones were players but the suspended ones were not? interesting. guess the suspended ones had already fed.
May be waiting for the injured forage to settle down out of the bait ball. Make for an easy meal that way

I have found that as well,one day last year I was drifting my jig through obvious good sized schools of crappie suspended 12ft deep in 18 feet of water and I am reasonably sure that my offerings were at their level. Nothing took, so out of desperation I stopped the boat by hitting the electric motor into the wind, and started hooking fish by continuing this. The fish would hit very near bottom, don't know if they were actually swimming down for it or if some active fish were down there. The electronics would seem to indicate that they swam down!
