Your state regulations should spell out the rules for bait trapping etc.
Any bait caught below the spillway cannot be used in the big lake. Baby asian carp and some bait fish look a lot alike.

I have had to call game wardens several times to get clarification on the rules and they have always been really helpful. You may want to do that to hear it straight from them.
I think you can but can’t keep any game fish that are caught in a trap or cast net/minnow sein. And any bait fish caught must not be transported to another body of water.

Minnows may be taken for bait with seines not more than 25 feet long and 4 feet wide, and with minnow traps or jars (no wings or leads) not more than 30 inches long and 12 inches in diameter with an entrance of not more than 1 inch in diameter. Shad and minnows may only be taken with the aid of dip/landing nets, cast nets, boat mounted scoops, and wire baskets by residents for personal use during sport-fishing.

All fish captured and kept with dip or landing nets, cast nets, boat mounted scoops, wire baskets, minnow seines, and minnow traps in the spillway areas bordered by rip rap must be immediately placed on ice or in a dry container. Game fish caught with these gears must be released. This regulation was enacted to reduce the potential of transferring harmful Asian carps to the reservoir or other waters.

I contest that using minnows caught from the same body as the fish is best for the ecosystem. If you obey catch and release laws you actually are just feeding the fish you caught from their home kitchen. Home cooking is always best right?
I feed them plastic this time of year, either they like it or they don't! I haven't lost any weight yet so thinking I'm still in the black on this one! Heck with a minner or shad in Summer :fish

Never met a wealthy bait shop owner. Most those guys just barely get by and put in long hours. When I get to the office tomorrow I will PM you a contact with the MDWFPs email. It won't be phone tag, you ask your questions on bait and he will respond. It's tough to get definite answers from civilians like us here, sometimes even field game warden's are a little fuzzy on the exact laws at hand. The guys in Jackson are better versed and can assist you further I believe. Have a good evening!

hotty toddy. you're welcome. my quotes are off of the mdwfp site. i catch shad in the spillway to run my jugs on butla. just put them in a dry bucket. as far as fish structure im not positive, but i think you're not supposed to put out anything that wont degrade over time, such as pvc. i have nothing in writing.
I am pretty sure the COE has their own rules on placing structure on the big 4 reservoirs. It would be a good idea to call the COE office.

FISH STRUCTURE PLACEMENT REGULATION
All persons placing structure(s) in Sardis, Arkabutla, Grenada, and Enid lakes must abide by the terms outlined in the following regulations according to U.S. Army Corps of Engineers (COE) Title 36.
The placement of untreated, wooden structures in the lake basin for the purpose of fish habitat is authorized. Artificial wooden "grabbling structures" are also authorized. Natural structures may not be altered and used to "hand fish" from. Other structures made of plastic, PVC, metal, and other non-biodegradable materials are NOT allowed. Any person(s) installing a structure not in compliance with this regulation may be subject to a citation under Title 36.
The placement of trees are allowed along with an appropriately sized anchoring device which may be made of concrete, brick, or stone. Any anchor(s) other than these approved materials will be in violation and subject to fines and penalties.
Structures may not be placed within 300 feet of any designated swimming area or beach. These structures should not be placed in any areas where they may become boating hazards such as directly below or adjacent to any boat ramp.
