a tandem rigged 1/8 oz each on braid in deep water along the dam of said lake on deep cover vertically jigged in a hold it still as you can presentation about a foot off the bottom ……
20 to 30 foot of water I would think ….maybe deeper under bait balls
What ever you do, do it slow. ------- No, slower.
Depends on the mood of the fish. I fished two days last week, the water temps were in the low 40's both days. Moving slow 0.3 they would hit it and spit it. 0 5 to 0.7 was the key to get an aggressive bite. My vote would be spider rigging, let the fish dictate the speed they want it after that.

What Ketchn said,works every time.
Spider Rigging, slow Spider Rigging deep. 18-22 are getting them here now in 20-24ft water.

I just want to know what lake has 35deg water ?? Most of the lakes I know about are reporting ~45deg water temps.
My favorite and most productive method for cold water fish is what Ketchn said. 1/8 or 1/4 oz with a 2 1/2 or 3” body resembling a shad. 50’ of water and suspended somewhere about 30’ is what I usually found. Hold it still with a rod in each hand and after about 30 seconds drop the rod tip about an inch, count to 2, and bring it back where it started. Thump imminent. Suspending around timber or brush pile, maybe a ledge or log, makes it that much better.
The fish are lethargic and won’t expend any energy to chase anything, but they will saunter over and flare their gills to get a snack that is moving as slow or slower than they are. Good fishing.
So.....you've got advice to go deep and slow. And that's not bad advice. On the other hand.... Water gets really cold where I fish, even ices over. Crappie can be caught in shallow water year round. I picked up a limit last weekend long line trolling in relatively shallow water while every other boat was pushing minnow deep. Weekend prior, I was tossing a cork and hair jig 4' and slamming big blacks. Water here is less than 40. Don't rule anything out.

We catch our biggest crappie in January and February on a corp lake in northern Oklahoma. Have broke ice a lot of days getting to our crappie holes. Water temp is running 34 to 37 deg now and it's 14 deg air temp this morning. All we use is double minnow rigs on drop shots over cover. We scan each brush pile to make sure it's holding fish then set double anchors out the back and front of the boat. We use 8 to 10 ft rods so we can keep some distance from the brush piles. What's really interesting about winter crappie is we will normally catch all the fish in one small area of the brush pile so when we throw out a marker it has to be precise.
