Not being from down south, I can venture that it's because of the longer growing season, forage base and weed growth.

State record is over 4lbs for a white crappie so there must be some big one somewhere.
Those 10" specs will still be good table fare!
Wow I gotta get down to GA for some fishing if 14 inches is just nice!!
I keep a slot from 9 1/2 to 12 inches. Anything bigger than they just to tough to eat. All those 14" crappies that get in the way are just irritating and steal my minners.

They get plenty of warm water to grow in, plus all the shad to eat, they want!
Longer growing season, more fertile water, huge forage base.

On the COE lakes in Mississippi there is a law that you can not keep a fish 12 inches or less. A 12 inch fish will cost $250.00 if the judge is having a bad day. The limit is 15 fish per person. Two people can have 30 fish, Any number from 3 on up the limit is 40 fish per day.

O the Crappie can grow big in the northern states/Canada too it just takes longer with the shorter season, and you have to find a lake that's not pressured. If you do find the big ones best keep your mouth shut(especially in the winter)word gets out ice fishing pressure can be tremendous, permanent sleeper fish houses,wheel houses, can fish it 24 hours a day and wipe them out in a couple of winters.Some big ones Manitoba>>YouTube
in TX we have a 10", 25 per person limit. I have caught some 16"fish but far and few between. As stated earlier 10" fish is great table fair. I like to keep a 11" to 13"if possible.
according to what I read a while back the average size across the board in the USA on a crappie is 9 inches …..

I live in Texas and I would say the average size crappie is 13 inches. A good fish is 14 and a true slab is 15+. They have to be 10+ inches to keep. I know a local lake that have name the crappie Joe Pool Specials because the vast majority of the ones you catch are 9 3/4 inches long.
