I went to Lake Higgins here in Greensboro,NC and nothing was biting until 30 minutes when the lake was getting ready to close. What is the best time of the day to be out there to make sure they are biting? Again, I have to fish from shore or a pier because I don't have a boat right now which I hate because I know if I was out in the water, they would probably be biting like crazy!

In my experience same as most animals dusk and dawn but they can be caught at all times. Not sure there is a set rule on best time.
The best time for me is at anytime I can get on the water..... might take a bit of searching but there's always crappie that will be willing to take a offering.....
Fish here are on a 24/7 hunger strike.

The best time of the day to be out there is the time of day that you can! Fishing is a great joy. Catching fish is an added joy!
Watch other animal patterns. Long time ago, my grandfather told me to watch the cows out in the pasture. If they're up and feeding, good time to go fishing or hunting. If they're laying down, no fish, no movement.
I've always went whenever I could go (you know work, kids, life can get in the way of best times, not that I would trade it) but if you live anywhere around livestock, or drive by in route, pay attention the next time you go. Squirrels, bird feeders, a lot of things to watch for patterns.
Supposedly, when the moon is full, it's a great time to be fishing. Last night we had a full "hunters" moon, so I took my rod down to a couple of small, local ponds to cast from shore. NADA! Not even a touch! LOL! Just goes to show you, you can never know about Mother Nature. :)
If given a choice I would choose early mornings but anytime on the water is good time. For me it is about confidence and feel best pitching my jigs before 9am.

Just from the personal experience of my fishing buddy and myself (and we have been at it for almost 50 years now), and for targeting crappie, early morning is best followed by late afternoon. Mid-day bite almost always slows down. it doesn't necessarily stop, but definitely slows in the lakes and rivers we fish.
This, of course, doesn't necessarily hold true for other species of fresh water fish, but that is what we found targeting crappie. We like to be on the water at daybreak.

Seems to me best bite times vary tremendously with different conditions and locations .
One spot might be a dark thirty bite certain seasons and conditions .
The next spot midday is the ticket in the tall timber .
Spot 27 early it’s on and it will quit when it gets bright outside .
So on and so fourth from what I have seen around these parts ...
