I have found several pallets that are not oak. Will these work or will they break down too fast? Also, will pine boards work for the stakes or will they break down too soon also? I have access to a lot of pine that is 4' long, but don't want to waste my time and material if they won't last.
Most of the pallet type wood breaks down fairly quickly. You make pallets out of cheap lumber not the good stuff.
But, if your lake does not get drawn down and expose your beds to the elements in winter they will last longer. Pallet beds last maybe two seasons tops here because the lake is drawn down. You might get four or five out of them if they stay in water year round.
Hard wood sawmill slabs ripped work good and last. Cedar as well.
Some pallets are made from sweet gum and it last well
The pallets I get from work are typically 2x4 white pine, kiln dried. It takes a bit of rock to sink but I make it work.
Every pallet has a code stamped into them. Google pallet codes to see which ones are safe and those that aren't.

If you have small sawmills around they have a lot of hardwood cut up like 2x2's or 4's that are oak and hickory from cutting up their logs and u usually can just pick it up. Or at least that is how it is by my place around T hill. Have been burning them in wood stove but thinking of using them in stake beds or just driving them into floor of lake as I have seen on you tube.
I have some that been in over 6 years and looked fair at this drawdown . Best ones where I got heavy 2x4'' sized Oak , Sweet Gum , or Cedar boards drove in through pallets . The pallets not real good shape but stakes still solid . I know some 1'' thick hardwood boards drove in back in the 1990's drawdowns still good this drawdown . Build out of Hardwood or Cedar and use thick wood if you want it to last for years . Stuff like Christmas Trees won't last but a short time . If I put in trees I like the biggest diameter stuff I can move . In this case bigger is better as it lasts much longer . Slabs drove in on a drawdown is best bang but your bucks in terms of lasting . We get them free or low cost . PVC works on lakes with little natural cover but not as well as wood here .

When forming buckets have the handle up in the center. If thrown overboard they might stand up or lay down. Use a rope with hook to lower them to ensure they stand up.

How do you cut the buckets?

Drilling holes at 90 degree angles and putting PVC or rebar thru the will help keep them upright. Bending 2 down can help them stay put on fairly steep inclines...
