Hard to tell from the pic but looks like a small smallmouth or highfin buffalo or some type of sucker fish. Don't look like a carp to me though, seems to have too much of a hump back and the face is too long. Leaning towards a river sucker of some sort. Since it was caught on a pole and line, I call it flathead bait!
Head is small. Not regular carp. Maybe river carpsucker. It is the orange/red lower fins that are different.
