It's about the revenue that the out of staters bring to MS. Not near as many people would drive to Sippi to catch 10" fish. Trophy sized fish brings in trophy dollars from non resident license sales. Guides profit, the state profits, hotels/motels profit, restaurants profit, Everyone profits from the trophy crappie fishing Sippi offers. People want to catch BIG fish and will spend the time and money to take a trophy. Same thing for deer up north and out west.
With 3 poles instead of 5, on a slow bite day, you won't catch a limit as often saving a few fish a day per boat for the lakes. The only real problem is fishing alone with only 3 poles. Maybe a boat limit on the number of poles would be a better choice.
Overall, I like the regs.

A 3 pole limit only affects a person that fishes by himself. Two people fishing 6 poles are nor going to put down 3 poles after catching their first limit. Two people catch more fish due to the ability to help net , bait ,operate the boat ,ETC. Limits and high water levels are what help control fish populations.
