these ones at link below only go down to a size 1 i think the two above would work best if they go down to 00 size split rings? i use to have a pair that was like hemostat pliers that worked awesome.

ABH, this is the one's I use. I had to take the tip to the grinder and dress it down a little to fit the small split rings. Bought one of those from Netcraft and didn't like them at all. Gave them to a buddy that was working with larger split rings.

I still have and use the old cheap Worth split ring pliers and they work well for me but got a new pair of the Texas Tackle split ring pliers from Cabelas, had a gift card and I'm really liking them. With the tips they don't overspread the ring. A lot of the guys also use Xuron

Agree the worth ones work well for me with spinnerbait split rings
I use a Knife with just the right size blade to open the small "o" rings. I magnatized the knife so the rings are easy to pick up. This works good for me...

Thanks for all the responses. I will look into all the suggestions. Mainly need for the small poney head and rings.
The very best thing I have found and it is what I recommend to my customers is a pair of "jawed" tweezers out of a suture kit. My best friend works in a trauma ward and gets me the kits that they throw away. You should check them out.
