Good question. I will get you an answer.
I sent this question to a Captain in the Enforcement Division to see what he thinks. This is an interesting question and shows you the direction things are going (digital). A thought on this though, what if you messed up your phone or the battery dies? I personally am not very good with phones. I have broke several and droped a couple more in lakes. It is still a good question. Hopefully the Wildlife Officer (Captain) will get back to me in the next couple of days.

It is no different than having a boarding pass, store coupon, baggage claim, hotel reservation, groupon for a restaurant, or hockey tickets on your phone. All things I have personally used my phone for. Hard copies are fine, but what if I forget my wallet (same chance as breaking my phone) or since I buy all of my license online, I don't have the nice waxy carry thing to keep in my wallet, and since I have to keep 8.11 sheets of paper in a plastic bag... what if I'm in someone else's boat by chance?
Nothing is as good as having he actual license. The question was more in the nature of "if I do get asked and if my phone is all I have access" to, will that suffice as proof. Actual proof could be verified on the dept of conservation web site or mailed to the proper dept as needed.

I say it should be good... license number should be visable and that's all they need to get on the horn and verify it !!
I thought you had to Sign your license. How ya gonna do that on a phone?
Sign and scan, create pdf, email to self, open email with phone, save pdf file to phone's memory.
I don't think it is legal. During duck season you weren't suppose to have the sweet 16 permit on your phone. Game warden said it needed to be paper. Sure license applies to.
Probably depends on which warden you run into and what side of the bed he woke up on. i'm betting most won't accept it and they're likely going to call in to see if you have a valid license in the system and they may or may not let it slide. i doubt it'll be legal until they announce it.

A Captain in Enforcement just answered my question. Here is his answer.
"It is probably a coming thing but as of now, we haven't been advised to accept it in lieu of the official paper."
So I interpret this as a no for now but a possibility in the future. Thanks for the question.
Wonder who we could contact to help push for the legality of electronic documentation. A person who buys online with a smart phone without access to a printer is in somewhat of a bind to get a paper document. No paper would help us to "be more green" and besides, the AGFC gets their money and maybe even more just because it would be convenient. Imagine a family on vacation staying near one of our beautiful lakes and not wanting to go through the line in some store for a license because IT IS somewhat intimidating, and not able to purchase online because of no printer. The flip side of this is a person walking down to the lake from their condo and decides that they MAY want to go fishing and they pull out their phone and purchase a license while standing on the lake shore and have everything they need to have a legal license in a matter of minutes. I am sure there are reasons to not do this, but I can't think of any. With GPS on the phone, electronic documentation could even assist in the apprehension of violators by having the telephone number of the device that the documentation is on. I would imagine that license files could even be formatted to be seen on a sonar unit and could even be blue toothed to an officer if the holder and officer are not in arms reach ie...officer on land and fisherman in boat. Lots of possibilities and Arkansas should be a leader in making this happen nation wide.

This would work for basic fishing and hunting licenses and stamps. I am not sure how it would work with deer and Turkey tags. I will bring this up at a fisheries regulation meeting this week. Thanks.
I believe the question was about fishing license not hunting license, two very different things in my opinion. I know from personal experience that a warden can call in your drivers license info and check your fishing license. I have had a warden do this with me, dispatch said I was good to go and that was it. It is obviously a different story with hunting license because u have tags, HIP, stamps etc but for fishing you don't even need it with you from my experience.
Im thinking I like the way your thinking too. We have the ability to check game online.. why not go paperless??? It could be added the AGFC App. I mean it could keep tabs on what tags you have left. Poachers are still going to poach, but why not make it a little easier on the honest guy with a smartphone. I mean practically everyone has one anyway. For those that do not they could always keep a paper copy anyway.

RCC is exactly right about tourists. I was fishing in the Florida Keys two years ago and they have a website where you can buy fishing licenses. You are given a confirmation number and if checked present the number and your ID to the officer. Helps when you are unfamiliar with the area. Would be great to have incorporated into the AGFC App
