Rickie it blows the fuse in the head immediately when changing it. One side of the fuse holder has 13 volts on it and the other has gone to ground. Also something screwy is going on in the indicator light, when you unplug the (I'm guessing) ground it has 13 volts on it along with the feed side.
Brian thanks for the link. I called Jones and they explained to me what to check to figure out where the problem is. I'm impressed with their willingness to explain the circuitry and the trouble shooting to me, most places would've just told me to box it up and send it to them. We really do have some good site sponsors on this board.

Don, my on board charger isn't comparable with my trolling motor. My charger has three banks 5 amps,15 total amps, if one of the batteries needs less charge and finishes charging before the others the amps from that bank are transferred to the other batteries. John told me some chargers will back feed voltage through the ground and that is what blows the fuse.
My charger works fine, just not with my tm. Time for a new charger.
As long as the charger is hooked to the starting battery it will back feed, charging or not. I could unplug the tm while charging but I would have to unhook the charger from the starting battery before plugging the tm back up. Both of them cannot be connected at the same time.

why not just unplug the trolling motor while charging batteries ? then when done plug trolling motor back up !!!

With a US2, any electrical connection between the TM batteries and the cranking battery will blow the fuse. It's because the noise reduction circuit creates a relative voltage between the two grounds that is not zero volts. The charger connection wants to make the voltage between the grounds zero volts, so the fuse blows whenever the charger is connected to both sets of batteries and the TM.
John recommended a Minn Kota 315D or a 330D three bank charger, he said there would be no issues with the fuse.
