I know a lady that does good boat work in Conway. That's on the border, se corner of the ne part of the state.
Ever make it to Little Rock area? Sometimes , Donnie at Legendcraft boats does some modifications on the side.

Try Props Plus in Brookland. I know they will put a floor in a boat. Not sure about a deck and storage though. May be kinda pricey too.
Current river marine, doniphan Missouri. It's about 70 miles north of Jonesboro, just across the state line. They can do anything to a boat as far as fab work including building one from scratch.

I would check with Bob Jones. He is in the first tan shop building just south of the softball fields on stadium. In the book under magic mist fragrances or some such. He is one talented feller.
Herbert honeycutt. Very gifted with a welder. And a great fabricator. But last time I went by he had had a stroke and wasn't working. That was about 5 years ago. Hope he has recovered enough to go back to work.

I was dividing the state into quarters, forgot to cut a hole in the center. I didn't go to the game and fish site to see how they divide the state.
