What is the best foam to put in the bottom that want absorb water
the type you mix and pour in is what you want to use.
Where can I buy it
The store.
Hardware store.
You can use the stuff in the can. Have a board to float it out like concrete if needed. Try not to have to bust the finish, that's where water will get into it.
K David is correct on the pour in type, it is the best, but if ya want a little less cost I have subfloored a boat with the pink type that is used in building houses. It is pretty water proof also. I think its made by owens corning.

The mix type foam will absorb water, it is not a closed cell foam....If you don't believe me ask anyone that has ever rebuilt a tracker boat.
Use the closed cell foam in the 4'x8' sheets that you can get at Lowe's or HD. It is usually blue and sometimes pink, even the white perma-r foam board will work.

I rebuilt my front deck a while back some one before me had used some kind of spray foam under there. This stuff was waterlogged and weighed a lot also it had sealed off the channels that allowed the water to flow to the rear of the boat to the bilge pump. Once this junk was removed the front end was a lot lighter and planed out easier. If you can find some old throw type boat cushions or old life vest at garage sales the foam in them is great for stuffing in nooks and crannies. These projects are a lot of fun and make the boat safer but sometimes can be frustrating. Have fun and good luck.
The blue board will not soak in any water . I got some catfish jugs made out of 2" stuff still don't soak any water in . It is made by dow chemical .

Rebuilt my 16' bass attacker 5 years ago. Used 1/8" aluminum sheet for the floor. Attached it directly to the floor stringers with # 8 stainless steel screws. (Counter sunk) Before I screwed everything down I used a hole saw to cut several holes to add foam. The canned foam that you get at the hardware store is exactly the same as the mixed kind! I researched that thoroughly. The holes not only allow you to place the foam, they allow the foam to flow evenly without swelling during curing. I fish about 3 day a week year round (weather permitting) and have never had a water soak issue with this foam. People that have water soak issues are the ones that leave there boat uncovered and out in the weather. I hope this helps.

You need the kind of stuff the swimming pool noodles are made of. You can find it in sheets on the net but you can also use the noodles...just cut them in half length wise and overlap the side by side between the ribs of boat. Good luck.
