Every time someone does the "and" symbol, it says amp. What is amp?

Cliff Claven once told me that symbol is also called an "ampersand", amp must be shorthand for it.

It's a Tap A Talk thang. It did right on my iPhone using Safari.
It does it on my laptop too, sometimes.
