Show us a pic and we can probably get close.
I just make a jig that has a glow body and head. Tail is what ever someone wants, but my bodies glow really bright and for a long time. The pic below I just held these under my light and put mmy hand under my tying table and took the pic.

It's not glow chenille, I make the stuff that makes it into glow chenille and it will not come off as if you wanted to take it off you better get a sharp knife. Took me several months almost 6 years ago now that I figured out how to make this work. Not easy like just buying some chenille. That tail stuff I have some of it too or I think it's the same as I have an it doesn't glow anything like my body glow stuff. There are several kinds of glow stuff for tails, but I don't like any of them very much, but if they ever make some that really glows bright I may like that.

lol...I got the mold for the head...and might have the tail material if I had a closer pic...
To JCL, it sorta looks like a version of the walleye head, which is a mix between a round and egg head. I have a mold called "less snag", which is real close. The fore runner of the modern day Walleye head fishing jig. The angled sides on this fishing jig were supposedly to make it snag less. From just a picture, the jig appears to be a simple thread neck with hair and some flashabou added. They do a nice job with painting them. I'm sure GF can tell you for sure and perhaps tie one up to show us.

I think the tail material is Flashabou of some sort , I may be wrong tho . Found the remains of a origional one and sure does look like the Flashabou stuff I googled .
It looks like Old School Walleye head to me...with a all flashabou skirt..I got both the old school and new school version of that mold...the new one has reccessed eye sockets so you can add them fancy eyes...lol..I have tied a similar jig before but with a ddifferent head style...IM SURE I could come up with something...lol....
