I like the duck feathers a lot. I have an over load of Mallard flank, but also Teal, Wood Ducks and some Pintail and Gadwall. Have a good many colors in some, but I like them natural a lot. Of course the gold Wood Duck flanks as probably the most sought after for fly tiers and they even die the Mallard flank to match the Wood Duck color.

Let me tell you a funny. I had forgot about some Mallard Flank I had for some reason, I guess because I have too much stuff. Anyway I was still buying packs (big bags) just a couple weeks ago and my wife helping me find something in here pulled out this box and said what is this? Oh crud, it's a pound of Mallard Flank, LOL!

It's a lot for sure, something like 6-7 gallon zip locks full.
I have lots that I bought over the last few years. Now just wish I could take the guy up that is offering free duck feathers, but it's not legal. Only legal ones get sold by fly/jig material shops because they don't come from wild birds and these are raised for just the tying industry.
I have another friend that said next hunting season he would bring me a bunch of all kind of ducks and geese which I wanted very bad, but I guess I can't use them without taking a huge risk which it totally not worth it. He even had some Canada Geese, but I can use them at all I don't think.
Hope yours a bought from places you can point to and they can show certificates to prove they didn't come from wild birds.

You can't even tie personal jigs.... That's crazy...
Just spoke to the WildLife and Fisheries enforcement devision and he said you can use all of the bird including the feathers of wild shot birds for personal use... That's the key. Personal use. He said you can tie jigs with them but you can't sell them. Unless you buy them as skip said from a dealer.
Glad you got that clarified while I was posting this, LOL! Still sounds like a very sticky thing if one is in the selling jig part. I think maybe it's just easier to make sure you buy all you tie and then not a problem.
To be totally honest I don't remember what he said about for personal use, but I would be very careful especially for someone selling jigs. If they ever check you would have to show where you bought them and I don't know, but bet if they had some kind of suspension they could do some kind of DNA test that would tell them if they came from a legal source.
I will try to remember to call them back to clarify that for you, but I would think any game warden knows the answer to that. I just know that I am going to keep buying what I tie as I don't want the grief. Once I call again I will post about that unless you call one first and let us know about that, but again I have to wonder how or if they can tell by test which is wild and which is not.
Oh and also I guess you may have to prove the ducks were taken in a legal way if they ever got on your case.

I've done a bunch of material swap box's and here's the Federal Rules from the Code of Federal Regulations - their are some variances state to state but usually ducks are okay.

Any person may possess, purchase, sell, barter, or transport for the making of fishing flies, bed pillows, and mattresses, and for similar commercial uses the feathers of migratory waterfowl (ducks, geese, brant, and swans) killed by hunting pursuant to this part, or seized and condemned by Federal or State game authorities, except that:
(a) No person shall purchase, sell, barter, or offer to purchase, sell, or barter for millinery or ornamental use the feathers of migratory game birds taken under authority of this part; and
(b) No person shall purchase, sell, barter, or offer to purchase, sell, or barter mounted specimens of migratory game birds taken under authority of this part.

Nice ties, what kind of head is that? Biggest mistake fisherman will make is not tying one on their line. If I could only use one kind of feather for fishing it would be a duck feather. Ther is always one on at least one of my rods.
THE HEAD IS 1/32 FLATTENED WITH a 4.5 mm dome eye. in the hand they really look good and in the water they really catch fish. i've been working on these patterns for a while.
